Applications Open for 2026 David Leuschen Global Energy Fellows Program

The Center on Global Energy Policy (CGEP) at Columbia University SIPA is excited to announce an open call for applications for the 2026 David Leuschen Global Energy Fellows program.

The Global Energy Fellows program, named after David Leuschen, founder and senior managing director of Riverstone Holdings, is focused on equipping students with the tools and knowledge they need to become experts and leaders in the fields of energy and climate policy. The year-long program connects Columbia graduate students with CGEP scholars and challenges them to think critically about energy-related issues. It also provides Columbia’s brightest energy-focused graduates with opportunities to build careers in energy.

Selected students will have the opportunity to attend monthly luncheons and learning sessions, where they will engage in crucial discussions on energy-related topics alongside CGEP scholars and other distinguished leaders in industry, government, and academia. Additionally, students will work one-on-one with senior research scholars or global fellows for individualized collaboration that will be compensated for up to 10 hours as a Student Research Worker. CGEP will also provide networking and career support, including sharing Fellows’ CVs and writing samples with corporate partners seeking summer interns and future energy leaders. Fellows will also have access to exclusive events, such as team dinners, career development workshops, and curated networking opportunities.

This year the program is accepting 15 students. Students will be notified of their acceptance in October 2025 and begin the curriculum in January 2026. To qualify, students must be enrolled as full-time graduate students, including PhD candidates, at Columbia University for the duration of the program.

Advancing Regulatory Efficiency: Lessons and Opportunities in NRC Licensing Practice

The NRC is already experimenting and making improvements in reducing licensing review times without changing the diligence or substance of its evaluations, and the results are promising. If the projected volume of applications materializes, the NRC will need to continue to apply the new approaches it has begun using, as well as seek out additional efficiencies. This paper lays out actionable recommendations on what NRC can do now—under existing statutory authority—to further compress schedules while preserving safety, due process, and analytical quality.
